Public Works Director
Summary Job Description: The Public Works Director is responsible for directing and overseeing all operations of the Public Works Department, Water Utility, Stormwater, and Wastewater Utility. This position plans, organizes, implements, and supervises activities related to the Village’s water system, sanitary and storm sewer systems, streets, parks, buildings, grounds, and vehicle maintenance.
Working under the direction of the Village Administrator, the Director ensures operations align with Village policy, Board priorities, and all applicable local, state, and federal regulations. The Director supervises all Public Works, Parks, and Utility personnel and assists in managing outside contractors and engineers. Duties range from operating equipment and responding to alarms to developing and managing both operating and capital budgets.
Minimum Qualifications: A combination of education and experience that provides the knowledge, skills, and abilities required for a Public Works Director. Candidates should have at least five years of experience in public works or a related field, including a minimum of three years in a management or supervisory role. Education in civil engineering, public administration, equipment maintenance or operation, water or wastewater operations, or a related field is preferred.
Major Duties & Responsibilities (the following duties are typical for this position but are not all-inclusive. Additional tasks may be assigned as needed):
Leadership & Administration
- Implement directives from the Village Board and Village Administrator; provide weekly updates to the Administrator and monthly reports to the Board.
- Plan, organize, and manage day-to-day operations of the Public Works Department.
- Supervise the maintenance, repair, construction of streets, alleys, curbs/gutters, storm sewers, water and sewer infrastructure, street lighting, signage, parks, pool, splash pad, equipment, municipal buildings and vehicles.
- Determine work procedures, assign tasks, and prepare daily, weekly, and quarterly work schedules, including on-call rotations.
- Plan organize, direct and evaluate subordinate performance at least annually; set performance requirements, monitor progress, and provide coaching for development.
Project and Contractor Management
- Coordinate with consultants and engineers on project specifications, bid documents, and timelines.
- Recommend contract awards, oversee project implementation, and evaluate contractors upon completion of projects.
- Maintain adequate stockpiles of materials, equipment, and supplies for all departmental operations.
Budget & Financial Oversight
- Prepare annual departmental budget request, determine resource needs, and administer the approved budget.
- Coordinate with the Village Administrator on the Capital Improvement Plan, grant applications, and short- and long-term public works planning.
- Manage purchasing of materials, supplies, and equipment for Public Works and Parks.
- Process invoices, gas and credit card receipts bi-monthly.
Compliance & Reporting
- Maintain accurate public works records, including those required by State Statute.
- Prepare and oversee required state and federal public works and utility reports.
- Review and recommend the issuance of driveway permits and street/sidewalk closure or use applications.
Planning & Community Engagement
- Attend Village Board and other committee meetings; assist in agenda and supporting material preparation.
- Review Plan Commission materials for infrastructure impacts and attend meetings as needed.
- Investigate and respond to public complaints and emergency situations related to streets, water, sewer, storm sewer, parks, and building maintenance.
Operations & Field Work
- Perform tree, brush, and leaf maintenance and collection.
- Manage cemetery maintenance and operations.
- Assist with snow plowing as necessary.
Position Requirements:
- Strong knowledge of civil engineering and water/wastewater management principles, practices and methods as applicable to municipal operations.
- Thorough understanding of the State and Federal laws and regulations that govern municipal public works activities.
- Proficiency in public works methods, practices, and equipment operation, including front-end loaders, snowplows, skid steers, backhoes, and power tools.
- Knowledge of principles and practices of financial recordkeeping, budget preparation and administration.
- Ability to establish and maintain effective working relationships with the Village Board, officials, staff, private and community organizations, developers, and contractors.
- Strong organizational skills, including the ability to manage time effectively, delegate tasks, meet deadlines, and supervise and motivate staff.
- Proficiency in computers, software programs, and related applications.
Position Standards:
- High school diploma or the equivalent plus a minimum of five (5) years of public works experience, including three (3) years in a supervisory role.
- Thorough knowledge of public works projects, municipal regulations and budgeting
- Wisconsin Grade 1 Water Certification, preferred at the time of hire
- Valid Wisconsin Drivers license with a Class B CDL endorsement
- Certified Pool Operator within 1 year of hire
Continuing Education Requirements:
- Completion of coursework to maintain Wisconsin Water Certification – every three years
- Willingness to complete Public Works Management Courses or equivalent
